在分析了我国已有住房抵押贷款保险情况(我国住房抵押贷款保险业务已初具规模，但仍存在不少问题；已有的住房抵押贷款保险的品种单一，覆盖面很窄；现行的住房抵押贷款保险在实际操作中存在许多误区)的前提下，笔者提出针对不同消费者建立多种保险方式的住房抵押贷款保险体系，包括：为中低收入居民服务的政策性住房抵押贷款保险机构、为中等偏上及高收入居民服务具有多种险种的商业性保险机构和为促进住房抵押贷款证券化的政策性保险机构。
